Converting arbiter to member in replicaSet

I'm searching the web and all I see is converting member to arbiter posts... no article about the other way around. I guess it should be trivial but still I wanted to make sure i'm getting this right.

Is it correct to add additional member to arbiter replica set and then remove the arbiter, or should I first remove the arbiter, and then add the member to replicaSet?

You can do either order, or you can do a single reconfig with new conf document.

Of course you will need to start the new secondary with appropriate options.
